Note on the transliteration:
The transliteration system of the BP/TLB is based on the Unicode/UTF-8 system. However, there may be difficulties with some of the letters – particularly on PC/Windows-based systems, but not so much on the Mac. We have chosen the most accepted older and traditional systems of transliteration against, e.g, Wylie for Tibetan, since with Unicode it is possible, in Sanskrit and Tibetan, etc., to represent one sound with one letter in almost all the cases (excepting Sanskrit and Tibetan aspirated letters, and Tibetan tsa, tsha, dza). We thus do not use the Wylie system which widely employs two letters for one sound (ng, ny, sh, zh etc.).
 
Important:
We ask you in particular to note the use of the ’ apostrophe and not the ' representing the avagrāha in Sanskrit, and most important the ’a-chuṅ in Tibetan. On the Mac the ’ is Alt-M.

§4 yan nu vayaṃ śikṣāṃ pratyākhyāya hānāyāvartamaha iti te śikṣāṃ pratyākhyāya hānāyāvartante 1 | pravrajyābhilaṣiṇaṃ ca janaṃ vipralaṃbhayanti | bhavanto duścaraṃ brahmacaryaṃ ala‹ṃ› ca (4) pravrajyayeti •  teṣām apravrajitā‹nā›m apravrāja‹ya›tāṃ ca alpībhūtā bhikṣavaḥ |  kṣayam āpannāc chidrībhūtas tanubhūto bhikṣusaṃghaḥ |  jānakā‹ḥ› pṛcchakā buddhā bhagavantaḥ | pṛcchati buddho bhagavān āyuṣmantam ānandaṃ |  ka ānanda hetuḥ kaḥ pratyayo yen‹a› etarhy alpībhūtā bhikṣavaḥ |  kṣayam āpannāc chidrībhūta(5)s tanubhūto bhikṣusaṃgha iti •  sa etat prakaraṇaṃ bhagavate vistareṇārocayati | 
ma la bdag cag gis bslab pa phul la ’babs so sñam nas de dag gis bslab pa phul nas babs te rab tu ’byuṅ bar ’dod pa’i skye bo la yaṅ śes ldan (H266a7) dag tshaṅs par spyod pa ni (5) spyad dkas khyod rab tu ’byuṅ ba thoṅ śig ces slu bar byed pas de rnams rab tu ma byuṅ ṅo ||  rab tu ma byuṅ bas dge sloṅ rnams ñuṅ bar gyur |  ’grib (H266b1) par gyur te | dge sloṅ gi dge ’dun ñams par gyur | bsrabs par gyur to ||  saṅs rgyas bcom ldan ’das rnams ni mkhyen bźin du (6) rmed pa yin pas saṅs rgyas bcom ldan ’das (H266b2) kyis tshe daṅ ldan pa kun dga’ bo la rmas pa |  kun dga’ bo rgyu gaṅ daṅ rkyen gaṅ gis na da ltar dge sloṅ ñuṅ bar gyur |  ’grib par gyur te | dge sloṅ gi dge ’dun dag ñams par gyur |  (H266b3) bsrabs par gyur des skabs de bcom ldan ’das la (7) rgyas par gsol ba daṅ | 
Well now!, [when] we repudiated the discipline, we are behaving so as to keep rejecting it”. They, having repudiated the discipline, they keep on rejecting it. They deceive (hinder) ordinary people who are desirous of pravrajyā. “You [fellow!] the practice of brahmacaryā [celibacy] is very difficult, now it’s enough with abandoning the secular life (pravrajya).”  When the situation arises that laymen did not leave a secular life in the past nor do it in the present, [the number of] monks became smaller.  Bhikṣusaṃgha [fell into] decay due to the fact that [they] fell into [the offence], it is scattered and diminished.  [It is said that] [all] buddhas are ones who know [when to] ask; [so that] the blessed ones ask. Buddha, the blessed one, [asks] venerable Ānanda.  What happens! Ānanda! why now the monks became diminished?  Bhikṣusaṃgha [fell into] decay due to the fact that [they] fell into [the offence], it is scattered and diminished.  He informs the blessed one on that matter in details.
