Note on the transliteration:
The transliteration system of the BP/TLB is based on the Unicode/UTF-8 system. However, there may be difficulties with some of the letters – particularly on PC/Windows-based systems, but not so much on the Mac. We have chosen the most accepted older and traditional systems of transliteration against, e.g, Wylie for Tibetan, since with Unicode it is possible, in Sanskrit and Tibetan, etc., to represent one sound with one letter in almost all the cases (excepting Sanskrit and Tibetan aspirated letters, and Tibetan tsa, tsha, dza). We thus do not use the Wylie system which widely employs two letters for one sound (ng, ny, sh, zh etc.).
 
Important:
We ask you in particular to note the use of the ’ apostrophe and not the ' representing the avagrāha in Sanskrit, and most important the ’a-chuṅ in Tibetan. On the Mac the ’ is Alt-M.

Matter of Senāṃjayin [took place at the] village of Vāsava, in the land of Kāśi.
At Campā, Buddha the blessed one rejects illegal performances. 
§2 kāśiṣu vāsavagrāmake senāṃjayī nāma bhikṣu[ḥ prativasati |  tam ā]gamya vāsavagrāmakā brāhmaṇagṛhapatayo buddhadharmasaṃgheṣu kārān kurvanti┇  (2) ye āgantukā bhikṣavo vāsavagrāmak‹am› āgacchanti tān asau pratiśāmya sarvopakaraṇaiḥ pravārayitvā mārgaśrame prativinodite yeṣu kuleṣu piṇḍakā upanibaddhā[s teṣu bhoktuṃ preṣayati] |  yāvad anyatamaḥ sālohito vāsavagrāmake varṣā uṣitaḥ | trayāṇāṃ (3) vārṣikāṇāṃ māsānām atyayāt kṛtacīvaro niṣṭhitacīvaraḥ samādāya pātracīvaraṃ yena śrāvastī tena cārikāṃ prakrānto ’nupūrveṇa cārikāṃ caran śrāvastīm anuprāptaḥ |

A monk named Senāṃjayin lived in the village of Vāsava, at Kāśi.  Because of him, Vāsava-villagers, Brahman[s] and householders pay respect to Buddha, Dharma and Saṃgha.  [When] guest-monks came to Vāsava-village, he (Senāṃjayin bhikṣu) rejuvenated them, and then offered them all kinds of implements: when fatigue from a journey subsided, he sent them to eat in the families that the food is bound.  Until the time the other monk lived the monsoon (varṣā) at the Vāsava-village. After three months had passed, he had a robe prepared and arranged [i.e., ready to put it on], took bowl and robe; where there is [direction to] Śrāvastī, [he] set out the journey [in that direction], roaming stage by stage [day by day], [finally] arrived at Śrāvastī.

A gate of Jetavana is never unoccupied with the group of six monks (Ṣaḍvargika bhikṣu); one or another Ṣaḍvargika usually occupies it. Upananda stood at the entrance of Jetavana. By him (Upananda), that [monk] whose head appeared like a crane, [and] whose eyebrows are hanging down, was seen even from afar. He (Upananda) discerns,  “who is this elderly monk (sthavira bhikṣu) coming? I should go out to meet [him].” He went out [and] says, “Welcome, welcome elder! I salute [you] teacher (ācārya)!”  He remarks, “oh! this sthavira is an old man; he is neither a teacher (ācārya) nor a preceptor (upādhyāya).”
[Upananda] “Sālohita! how far away do you come from?”
“From Vāsava-village.” 
[Upananda] “What is there?”
“There is a dwelling place (vihāra).”
[Upananda] What about that dwelling place? Is there any difficulty (vighāta)?
What does the vihāra is referring? Also that of the vighāta? 
[Upananda] Where there is a place for all kinds of support, it is [called] vihāra. Where there is a lack of implement and support, it is [called] vighāta.  “If that is the case, it is a vihāra where a monk named Senāṃjayin lives.  Because of him, Vāsava-villagers, Brahmans and householders pay respect to Buddha, Dharma and Saṃgha.  Since when the guest-monks came to Vāsava-village, he rejuvenated them, and then offered them all kinds of implements: after fatigue from a journey subsided, he sent them to eat in the families that the food is bound.” 
§4 ācaritaṃ ṣaḍvargikāṇāṃ yat kiṃcid eva śṛṇvanti tad rātrau sannipatya parasparam ārocayanti | nandopananda kiyac ciram asmābhiẖ kṛcchram udvoḍhavyaṃ |  asti ki‹ṃ›(8)cid yuṣmākaṃ kiñcic chrutam* yatrodārāvabhāso bhaved iti |  upanandaẖ kathayaty | asti | kāśiṣu vāsavagrāmake senāṃjayī nāma bhikṣuḥ prativasati |  tam āgamya vāsavagrāmīya[kā brāhma]ṇagṛhapatayo pūrvavad yāvad bhoktuṃ preṣayati •  yady abhipretan tatra gacchāmaḥ | te samā(9)dāya pātracīvaraṃ yena vāsavagrāvakas tena cārikāṃ prakrāntānupūrveṇa cārikāṃ caranto vāsavagrāmakam anuprāptāḥ |

Of Ṣaḍvargikas whatever they behaved, the monks heard [what Ṣaḍvargikas did] [in the day]; they assembled at night and told each other. “Nanda and Upananda! we have carried on with difficulty for so long.  Where there is something you heard, [even] a little, that could be a great light.”  Upananda says, [yes] it is. At Kāśi, in the Vāsava-village, there lives a monk named Senāṃjayin.  Vāsava-villagers, Brahmans and householders, because of him (Senāṃjayin) invite them to eat as [done or mentioned] before.  We will go there if intended. After having taken bowl and robe, they set out to where there are the [direction of] Vāsava-village, roaming stage by stage [day by day], [finally] arrived at Vāsava-village. 
§5 te senāṃjayinā dūrata eva dṛṣṭāḥ | sa saṃlakṣayaty |  āgatā hy ete duṣṭhulasamudācārā‹ḥ› | pratiśāmayitvā sarvopakaraṇaiḥ pravārayitavyā‹ḥ› | no tu kulāni bho(10)ktuṃ preṣayitavyā iti •  te ’nena pratiśāmayitvā sarvopakara‹na›iḥ pravāritā‹ḥ› | no tu kulāni bhoktuṃ preṣitāḥ | teṣām eke kathayanti |  nandopananda vayam anena mahallena sarvopakaraṇaiḥ pravāritā‹ḥ› | no tu kulāni bhoktuṃ preṣitā ity |  apare kathayanti | ekaṃ tāvat saṃpannaṃ kulāny api (286a1) preṣayiṣyatīti || yāvan navako bhikṣur āgataḥ |  sa tena pratiśāmayitvā sarvopakaraṇaiḥ pravārito mārgaśrame prativinodite kulāni bhoktuṃ preṣitaḥ |  ṣaḍvargikāḥ prakupitāẖ kathayanti | nandopananda paśya kīdṛśo ’yaṃ ‹mahalla› cchandadveṣī |  yadi tāvat pūrvam āgatās te vayaṃ | ‹yadi vṛddhās te vayam› |  atha bahuśru(2)tās te vayaṃ |  eṣa bhikṣur acireṇābhyāgato navako prakṛtijñaḥ |  so ’nena sarvopakaraṇaiḥ pravārayitvā kulāni bhoktuṃ preṣitaḥ no tu vayaṃ | sa tair upālabdhaḥ |

Senāṃjayin saw them even from afar. He thinks,  “these wicked [monks] have come; after having them rejuvenated, [I] should offer them with all kinds of implements; but they should not be sent to families to eat.”  After rejuvenated [them], they (Ṣaḍvargikas) were offered with all kinds of implements by him (Senāṃjayin), but were not sent to the families to eat. Some of them said;  “Nanda and Upananda! we were offered by all kinds of implements by this old man but were not sent to the families to eat.”  Others said; “the moment that a newly ordained monk [navaka bhikṣu] came, at that time Senāṃjayin will send that one [navaka bhikṣu] to the families to eat.”  [As to that navaka] after having rejuvenated, he was offered with all kinds of implements; when fatigue from a journey subsided, he was sent to the families to eat by Senāṃjayin.  Furious Ṣaḍvargikas say, you see! Nanda and Upananda, how is this old man who has likes and dislikes.  After all, it’s us who came first; it’s we who are a senior;  also it’s us who are the learned ones (bahuśruta).  This monk had just recently arrived, [who is still] a navaka who does not know [any of this] matter.  [Still] the navaka was offered by all kinds of implements and was sent to the families to eat by Senāṃjayin, but not us. Ṣaḍvargikas reproached Senāṃjayin. 
§6 mahalla īdṛśas tvaṃ cchandadveṣī |  yadi tāvat pūrvam āgatās te vayaṃ pūrvavad yāvat | sa tvayā sarvopakaraṇaiḥ pravārayitvā ku(3)lāni bhoktuṃ preṣito no tu vayaṃ |  sthavirā mā kiṃcit parihīyate |  ṣaḍvargikāḥ saṃjātāmarṣā‹ḥ› kathayaṃti |  na tūṣṇī‹ṃ› sthātavyaṃ | tad aparaṃ prativahasi 2 | sa tair abhyāhataḥ | tūṣṇīm avasthitaḥ |  tais tasya acodayitvā asmārayitvā avastukam apratijñāyā balād utkṣepaṇīyaṃ karma kṛtaṃ |

“Old man! You are [a person] who has likes and dislikes.  After all, we came to you first …(as mentioned before)…”; he was offered by all kinds of implements and was sent to the families to eat by you, but not us.  Elders! what was wrong?  Ṣaḍvargikas whose anger arose said,  “it’s inappropriate to remain silent, or you have [nothing] else to say?”. [Hence,] he (Senāṃjayin) was reviled by them as he remained silent.  [Then] they (Ṣaḍvargikas) neither accused nor reminded; without basis, without acknowledgement, forcibly invoke the legal action of Utkṣepaṇīya against him (Senāṃjayin). 
§7 sa saṃla(4)kṣayati | duḥkhaṃ brāhmaṇagṛhapatayaḥ prasādyante sukham aprasādyante |  yadi sthāsyāmi vāsavagrāmīyakā brāhmaṇagṛhapatayo prasādaṃ pravedayiṣyante | sarvadhā 3 prakramitavyam iti •  sa samādāya pātracīvaraṃ yena śrāvastī yena cārikāṃ prakrānto ’nupūrve(5)ṇa cārikāṃ caraṃ śrāvastīm anuprāptaḥ | sa bhikṣubhir dṛṣṭaḥ uktaś ca |  svāgataṃ svāgatam āyuṣmaṃ | senāñjayiṃ prītā vayaṃ tvaddarśanena no tv āgamanena |  kiṃ kāraṇaṃ | tvām āgamya vāsavagrāmīyakā brāhmaṇagṛhapatayo buddhadharmasaṃgheṣu kārān kurvanti •  āgantukānāṃ ga(6)mikānāṃ ca vāsavagrāmakaṃ pratisaraṇe •  asty etad evaṃ | mama tu ṣaḍvargikair acodayitvā asmārayitvā avastukam apratijñāyā balād utkṣepaṇīyaṃ karma kṛtam |  kiṃ kāraṇaṃ | tena yathāvṛttam ākhyātaṃ | te ’vadhyāyantaḥ kṣipanto vivācayantaḥ etat prakaraṇaṃ bhikṣavo (7) bhagavata ārocayanti |  bhagavān āha || tasmāt tarhi bhikṣavo na bhikṣubhir acodayitvā asmārayitvā avastukam apratijñāyā balād utkṣepaṇīyaṃ karma kartavyaṃ |  kurvanti | sātisārā bhavanti || ||

Senāṃjayin thought, “as for Brahman and householders, [when] suffer they have faith, [but when] delight they do not have faith.  If I stay on [here], members in the community, Brahman and householders will make known [their] faith; there are all reasons [I] should go.”  Then he took bowl and robe; where there is [direction to] Śrāvastī, [he] set out the journey [in that direction], roaming stage by stage [day by day], [finally] arrived at Śrāvastī. Monks saw him and said,  “Welcome! Welcome! Venerable (āyuṣmat)”. Senāñjayin! We are glad to see you, and we are glad that you came.  What happened? Because of you, the members in community, Brahman and householders, pay respect to Buddha, Dharma and Saṃgha.  For [both] guests and residents, when it concerns support, [they seek or go to] Vāsava-village.  [Senāṃjayin speaks;] That is the way it is. However, Ṣaḍvargikas neither accused nor reminded me; without basis, without acknowledgement, they forcibly invoked the legal action of Utkṣepaṇīya against me.  What happened? He told the story in accord with the situation that happened. They (the monks) thought ill of [Ṣaḍvargikas], reviled and censured [them], [then] informed the blessed one on that matter.  The blessed one said, “because of that, bhikṣus! Having not accused and reminded; the legal action of utkṣepaṇīya must not be forcibly invoked by monks without basis, without acknowledgement.  [If] they do it, they become guilty of sin.

Buddha, the blessed one, dwells at the side of lotus-pool of Gargā, at Caṃpā.  At that time, Ṣaḍvargika bhikṣus did such illegal performances [adharmakarmāṇi];  for examples, being in discord, they perform illegal [actions];  being united, they perform illegal [actions]. Monks inform the blessed one about that matter.  The blessed one said, “due to that [fact], by monks, such illegal performances are not to be committed,  viz., being in discord, they perform illegal [action], being united but illegal, and being in discord [even though] it’s legal.  [If] they do it, they become guilty of sin.”

A single [monk] [could] not perform the actions towards one [monk]; [this as well applies to] two [monks] or many [monks]. [Even] a group [of monks] [could] not perform the actions towards a group [of monks]; [only] five [sets of monks] have authority to perform the actions belonging to the saṃgha (saṃghakarman).

The monks informed the blessed one about that matter.  The blessed one said, “due to that [fact], single monk shall not perform action towards another [monk],  one [monk] towards two [other monks],  one [monk] towards many [monks];  two [monks] towards two [other monks],  two [monks] towards one [monk],  two [monks] towards many [monks];  many [monks] towards many [other monks],  many [monks] towards one [monk],  many [monks] towards two [monks];  a group [of monks] towards a group [of other monks].  [If] they perform, they become guilty of sin.”

Still bhikṣus! [These] five [sets of monks] have authority to perform legal actions belonging to the saṃgha (saṃghakarman).  What are [these] five [sets of monks]?  There are a saṃgha as a collegium of the four [monks],  a saṃgha as a collegium of the the five,  a saṃgha as a collegium of the the ten,  a saṃgha as a collegium of the the twenty and a saṃgha as a collegium even more than that [of the twenty].  These are the five saṃghas.

Therein, bhikṣus! Where there live four monks, this [set of] saṃgha deserves to do all [kinds of] legal actions;  except for the invitation (pravāraṇa), it is for a collegium of the five. The upasaṃpadā is for a collegium of the ten, and the āvarhaṇa is for a collegium of the twenty.  Where there live five monks, this [set of] saṃgha deserves to do all [kinds of] legal actions; except for the upasaṃpadā, it is for a collegium of the ten, whereas the āvarhaṇa is for a collegium of the twenty.  Where there live ten monks, this [set of] saṃgha deserves to do all [kinds of] legal actions; except for the āvarhaṇa, it is for a collegium of the twenty.  Where there live twenty monks or more, this [set of] saṃgha deserves to do all [kinds of] legal actions.

One deficient person did an action that needs to be done by a collegium of the four. One should keep in mind that four sets of [legal] actions can’t be done by a monk who is temporarily excluded (pārivāsika) as the fourth [person].

The legal action which should be performed by a collegium of the four is achieved by less than [four];  that action is illegal and not in accordance with the discipline.  [They] should not do it that way; [and] because of that, the saṃgha becomes guilty of sin.  [If] the fourth [member] of a collegium of the four is a householder,  the action is illegal and not in accordance with the discipline.  [One] should not do it that way; [and] because of that, the saṃgha becomes guilty of sin.  In the same way, [if] the fourth [member, with abnormality] acts; that action is illegal and not in accordance with the discipline. Those who are concerned with abnormality is [as follows]: a novice, a hermaphrodite [as well as] a weakling, one who hurts bhikṣuṇī, a matricide, a patricide, an arhaticide, one who causes schism, one whose mind is malignant towards tathāgata [and] ending in shedding [his] blood, a heretic, one who has gone over to [being] heretic, thief-like inhabitant, one who lives apart, one who is expelled [from the saṃgha], [or] [a monk] who is temporarily excluded (pārivāsika).  [They] should not do it that way; [and] because of that, the saṃgha becomes guilty of sin. 
§15 caturvargakaraṇīyaṃ karma pūrṇāś catvāro dharmeṇa kurvanti dharmaka(8)rma ca tad vinayakarma ca |  evaṃ ca tat karaṇīyaṃ | saṃghaś ca tena ‹na› sātisāraḥ || caturvargakaraṇīyaṃ karma nāgārikacaturthāḥ na śrāmaṇerakaḥ pūrvavad yāvan na pārivāsikacaturthāḥ kurvaṃti | dharmakarma ca tad vinayakarma ca |  evaṃ ca ‹‹ta››t karaṇīyaṃ | saṃghaś ca tena na sātisāraḥ |

The action performed based on legal [principle] and illegal [principle]; the action performed through a motion (jñapti), the action performed in his (the accused’s) presence, and also [by means of his] acknowledgement, and so forth. [that is to say, from the sequential cycle of listed process] 
There is an illegal performance. There is a legal action.  What is an illegal performance?  When [the cause to] expel has not yet arisen, they discharge [him from that] unarisen [cause]. There [must] be proclamation (anuśrāvaṇa) [in the precinct of the saṃgha] for him who is [in the legal action of] being expelled. [If] they discharge him without proclamation, this action is illegal.  What is a legal action? 
§24 aprāpte osāraṇe aprāpte 9 osārayanti | yathāsya osāryamāṇasyā(8)nuśrāvaṇaṃ bhavati | na tathā osārayanty | adharmakarma |  prāpte osāraṇe prāptam osārayanti | yathāsya osāryamāṇasyānuśrāvaṇaṃ bhavati | tathānuśrāvayanti | dharmakarma ||

§26 saṃmukhakaraṇīyaṃ karma asaṃmukhībhūtasya kurvanty | adharmakarma |  saṃmukhakaraṇīyaṃ karma saṃmukhībhūtasya kurvanti | dharmakarma |

§27 pratijñākaraṇīyaṃ karma apratijñayā ku‹rvanti | adharmakarma |  pratijñākaraṇīyaṃ karma pratijñayā ku›rvanti (287b1) dharmakarma ||

§28 saṃmukhavinayārhāya smṛtivinayaṃ dadāti | adharmaka‹rma› |  amūḍhavinayaṃ tatsvabhāvaiṣīyaṃ yadbhūyaiṣīyaṃ pratijñākārakaṃ tṛṇaprastārakaṃ tarjanīyaṃ nigarhaṇīyaṃ pravāsanīyaṃ pratisaṃharaṇīyam adarśanāyotkṣepaṇīyam 10 apratikarmā‹rhā›yotkṣepaṇīyam apra(2)tinisṛṣṭe pāpake dṛṣṭigate utkṣepaṇīyaṃ karma |  parivāsaṃ mūlaparivāsaṃ mūlāpakarṣaparivāsaṃ mānāpyaṃ mūlamānāpyaṃ mūlāpakarṣamānāpyaṃ āvarṣanti 11 | adharmakarma ||

The monks perform the legal action, i.e., pratijñā, which should be done by means of acknowledgement, [and] they do it with acknowledgement; this action is legal.  [The saṃgha] grants smṛtivinaya to [the monk] who is subject to saṃmukhavinaya; this action is illegal.  [This includes granting smṛtivinaya to the monk] who is subject to amūḍhavinaya, tatsvabhāvaiṣīya, yadbhūyaiṣīya, pratijñākāraka, tṛṇaprastāraka, tarjanīya, nigarhaṇīya, pravāsanīya, pratisaṃharaṇīya, utkṣepaṇīya caused by not recognising [the offence], not mending [the guilt], not counteracting the wrong view. 
§29 saṃmukhavinayārhaṃ 12 tu saṃmukhavinayam eva dadāti na smṛtivinayaṃ na yāvad āvarhanti | (3) dharmakarma ||  smṛtivinayārhāya amūḍhavinayaṃ dadāti | ‹‹a››dharmakarma ||  evaṃ yadbhūyaiṣīyaṃ pūrvavad yāvad āvarhanti saṃmukavinayaṃ dadāti | adharmakarma |  smṛtivinayārhāya tu smṛtivinayam eva dadāti na tatsvabhāvaiṣīyaṃ na yāvat saṃmukhavinayaṃ | dharmakarma ||

[The monks] free [an offender from] parivāsa, mūlaparivāsa, mūlāpakarṣaparivāsa, mānāpya, mūlamānāpya, mūlāpakarṣamānāpya; this action is illegal.  [If the saṃgha] grants the exact saṃmukhavinaya to [the monk] who is subject to saṃmukhavinaya; and not [granting] smṛtivinaya and so on, according to the list mentioned before; this action is legal.  [The saṃgha] grants amūḍhavinaya to [the monk] who is subject to smṛtivinaya; this action is illegal.  In this way, [the saṃgha] grants saṃmukhavinaya [for] yadbhūyaiṣīya etc.; this action is illegal. 
§30 amūḍhavi(4)nayārhāya tatsvabhāvaiṣīyaṃ dadāti | adharmaka‹rma› ||  evaṃ yadbhūyaiṣīyaṃ yāvat saṃmukhavinayaṃ smṛtivinayaṃ dadāti | adharmakarma ||  ‹a›mūḍhavinayārhāya tu amūḍhavinayam eva dadāti tatsvabhāvaiṣīyaṃ na yāvat saṃmukhavinayaṃ smṛtivinayaṃ | dharmakarma |

§31 tatsvabhāvaiṣīyārhāya (5) yadbhūyaiṣīyaṃ dadāti | adharmakarma |  tarjanīyārhāya pūrvavad yāvad* amūḍhavinayaṃ dadāti | adharmakarma |  tatsvabhāvaiṣīyārhāya tu tatsvabhāvaiṣīyam eva dadāti na yadbhūyaiṣīyaṃ na yāvad amūḍhavinayaṃ | dharmakarma ||

§32 yadbhūyaiṣīyārhāya tarjanī(6)yakarma kurvanti | adharmakarma |  nigarhaṇīyaṃ pūrvavad yāvat tatsvabhāvaiṣīyaṃ dadāti | adharmakarma ||  yadbhūyaiṣīyārhāya yadbhūyaiṣīyam eva dadāti na tarjanīya‹ṃ› na yāva‹t› tatsvabhāvaiṣīyaṃ | dharmakarma ||

§33 tarjanīyakarmārhāya nigarhaṇīyaṃ karma kurvanti pratisaṃha(7)raṇīyaṃ pūrvavad yāvad yadbhūyaiṣīyaṃ dadāti | adharmakarma ||  tarjanīyakarmārhāya tu tarjanīyam eva karma kurvanti na pariśiṣṭānīti || anayā vartanyā cakrapeyālaḥ pūrvavad yāvad dharmakarma ||

[Monks] whether being in discord or being united would expel (a monk) in accordance with legal or illegal [action]; this [system includes] reintegration into the saṃgha (osāraṇā). The karmavastu originated [as such]. 
There is a legal action performed by [monks] whether being in discord or being united.  What is the legal action performed by [those] being in discord?  As many as monks are [located inside] sīmā, [ready] to perform [the action]. All of them stay together, face to face; [and he] brought with him a consent from those who have a right to vote.

Upālin, there are four.
