The legal action performed by a full collegium of four is legal and in accordance with the discipline.
[One] should do it this way; [and] because of that, the saṃgha is not guilty of sin.
[If] the fourth [member] of a collegium of the four is not a householder, not a novice, and so mentioned earlier … until a pārivāsika … acts; that action is legal and in accordance with the discipline.
