The monks perform the legal action, i.e., pratijñā, which should be done by means of acknowledgement, [and] they do it with acknowledgement; this action is legal.
[The saṃgha] grants smṛtivinaya to [the monk] who is subject to saṃmukhavinaya; this action is illegal.
[This includes granting smṛtivinaya to the monk] who is subject to amūḍhavinaya, tatsvabhāvaiṣīya, yadbhūyaiṣīya, pratijñākāraka, tṛṇaprastāraka, tarjanīya, nigarhaṇīya, pravāsanīya, pratisaṃharaṇīya, utkṣepaṇīya caused by not recognising [the offence], not mending [the guilt], not counteracting the wrong view.
