Note on the transliteration:
The transliteration system of the BP/TLB is based on the Unicode/UTF-8 system. However, there may be difficulties with some of the letters – particularly on PC/Windows-based systems, but not so much on the Mac. We have chosen the most accepted older and traditional systems of transliteration against, e.g, Wylie for Tibetan, since with Unicode it is possible, in Sanskrit and Tibetan, etc., to represent one sound with one letter in almost all the cases (excepting Sanskrit and Tibetan aspirated letters, and Tibetan tsa, tsha, dza). We thus do not use the Wylie system which widely employs two letters for one sound (ng, ny, sh, zh etc.).

Important:
We ask you in particular to note the use of the ’ apostrophe and not the ' representing the avagrāha in Sanskrit, and most important the ’a-chuṅ in Tibetan. On the Mac the ’ is Alt-M.

Buddha, the blessed one, dwells in the park of Anāthapiṇḍada namely Jetavana, at Śrāvastī.  When there is no state of absence of passion, the monks commit a saṃghāvaśeṣa offence. They feel remorseful and they reflect:  “How is it that we are sinner, full of remorse, disturbing, having so many things to do [to accomplish being a good monk], we are breaking [the vinaya] into pieces, having blemish [in monastic life], having moral stain, we [will] not rise above the underground due to those offences; how shall we practice all kinds of respected postures, namely, abhivādana; respectful salutation / vandana; greeting / pratyutthāna; rising from a seat to welcome a visitor / añjali; the open hands placed side by side and slightly hollowed / sāmīcī; homage, respectful behaviour, in the nearness of the normal monks.  We will not enjoy good alms-food, good water, a good seat from faithful brahmans and householders.  We will continue our existence merely a short time happiness but a long time suffering; we will go roaming about with the hellish beings, animals and the [unhappy] spirits.

Well now!, [when] we repudiated the discipline, we are behaving so as to keep rejecting it”. They, having repudiated the discipline, they keep on rejecting it. They deceive (hinder) ordinary people who are desirous of pravrajyā. “You [fellow!] the practice of brahmacaryā [celibacy] is very difficult, now it’s enough with abandoning the secular life (pravrajya).”  When the situation arises that laymen did not leave a secular life in the past nor do it in the present, [the number of] monks became smaller.  Bhikṣusaṃgha [fell into] decay due to the fact that [they] fell into [the offence], it is scattered and diminished.  [It is said that] [all] buddhas are ones who know [when to] ask; [so that] the blessed ones ask. Buddha, the blessed one, [asks] venerable Ānanda.  What happens! Ānanda! why now the monks became diminished?  Bhikṣusaṃgha [fell into] decay due to the fact that [they] fell into [the offence], it is scattered and diminished.  He informs the blessed one on that matter in details.

This should be implemented as follows;  having arranged the seats and rang the gong, questioning the monks by words involving the matter asked about. When all of the saṃgha have been assembled and seated, or at least a group, in a circle, of not less than four monks.  After having made the respected posture, according to age, stood with squatting posture in [that] assembly; then made the hand gesture; a parivāsa is to be asked by a convicted monk.  It is to be asked like this.

Then the legal action [i.e., karmavācanā] is to be performed [as follows]: Let venerable saṃgha listen!  This N.N. bhikṣu committed numerous saṃghāvaśeṣa offences, which sprang from an intentional emission of semen [and] concealed for a half month.  This N.N. bhikṣu, that very person, asks for a half-monthly parivāsa from the saṃgha out of these numerous saṃghāvaśeṣa offences, which sprang from an intentional emission of semen [and] concealed for a half month.  In that case, the saṃgha grant me, N.N.bhikṣu, a half-monthly parivāsa out of these numerous saṃghāvaśeṣa offences, which sprang from an intentional emission of semen [and] concealed for a half month.  Venerable sirs, for those who are in favour of granting a half-monthly parivāsa out of these numerous saṃghāvaśeṣa offences, which sprang from an intentional emission of semen [and] concealed for a half month, please remain silent.  For those who are not, please speak up.  This is the first statement of this legal action (hereafter called, karmavācanā) declared.  [Also the second and third time declared.]  The saṃgha grants the half-monthly parivāsa out of these numerous saṃghāvaśeṣa offences, which sprang from an intentional emission of semen [and] concealed for a half month to N.N. bhikṣu. It is good for the saṃgha, that is why it is silent; thus I do understand this.

Ṣaḍvargikas, being a pārivāsika as well as a mānāpyacārika grant parivāsa to the monks. The monks inform the blessed one on that matter.  The blessed one said; “parivāsa is to be granted to a monk, not by four pārivāsikas:  not by three pārivāsikas and one normal:  not by two pārivāsikas and two normals:  not by one pārivāsika and three normals.  However, parivāsa is to be granted to a monk by the pure monks who agree (or who has the same view).  In the same way as [granting parivāsa] by pārivāsika, this equally applies to mūlapārivāsika, mānāpyacārika, as well as caritamānāpya.

The monks had seen and told them,  “venerable sirs why have you dwelled [in] this monastery?”  They answer,  “we do not dwell [in] this monastery, but we are undergoing parivāsa.”  The monks say:  “you are undergoing parivāsa, but then why do they [namely “you”] keep it a secret?”  The Ṣaḍvargika-bhikṣus had rebuked [those] monks [so that] they became silent. The monks inform the blessed one on that matter.  The blessed one said;  “monks shall not undergo parivāsa in the deserted place, also any place where there is one monk or two or three [monks];  but [they] shall undergo parivāsa where the four pure monks who agree (or have the same view) dwell.
