Note on the transliteration:
The transliteration system of the BP/TLB is based on the Unicode/UTF-8 system. However, there may be difficulties with some of the letters – particularly on PC/Windows-based systems, but not so much on the Mac. We have chosen the most accepted older and traditional systems of transliteration against, e.g, Wylie for Tibetan, since with Unicode it is possible, in Sanskrit and Tibetan, etc., to represent one sound with one letter in almost all the cases (excepting Sanskrit and Tibetan aspirated letters, and Tibetan tsa, tsha, dza). We thus do not use the Wylie system which widely employs two letters for one sound (ng, ny, sh, zh etc.).
 
Important:
We ask you in particular to note the use of the ’ apostrophe and not the ' representing the avagrāha in Sanskrit, and most important the ’a-chuṅ in Tibetan. On the Mac the ’ is Alt-M.

於隨意時。有其四事。或有事無人。或(10)有人無事。或倶有倶無。 
Four possible states of the matters when disagreement

dṅos po śes la gaṅ zag ma yin pa ji lta bu źen | ’di ltar yaṅ dgag dbye bco lṅa pa de ñid la rgan źugs mi śes pa | rmoṅs pa | mi gsal ba | mi (4) mkhas pa gźan źig gis spyod yul lam | spyod yul gyi lam kar rigs kyi bud med dam | rigs kyi na chuṅ la khros sam | tshig ṅan smras sam | reg par gyur pas mi rnams khros te | kun dga’ ra ba’i sgor ’oṅs nas ’di skad ces | ’phags pa ’di dag (5) ni mi mdzes pa | ma brtags pa yin te | ’phags pa dag gis ñes pa ’di daṅ ’di dag byas so źes smras kyi | che ge mo źig gis źes de skad du ma smras pa ste | de lta bu ni dṅos po śes la gaṅ zag ma yin pa źes bya’o || 
云何名有事無人。若(11)於隨意時。無識解無性識。不善知好事。亦(12)不知作善。若近天神住處。或向天神住處。或(13)婦女及童女。或罵彼天神種種惡説。或復作(14)不淨。或天神瞋恚。來至寺門。作如是言。賢首(15)等。汝所作不善。甚不如法。汝諸賢首。豈合作(16)如是如是事不。而不的言某甲有過。此名有(17)事無人。

gaṅ zag śes la dṅos po ma yin pa ji lta (6) bu źe na | ’di ltar yaṅ dgag dbye bco lṅa pa de ñid la źes bya ba nas | kun dga’ ra ba’i sgor ’oṅs nas ’di skad ces | ’phags pa ’di dag ni mi mdzes pa | ma brtags pa źes bya ba’i bar sṅa ma bźin te | ’di ltar ’phags pa che ge mo źes bya bas ñes pa (7) byas źes smos kyi | ’di skad du ’di daṅ ’di dag byas so źes ni ma smos pa ste | de lta bu ni gaṅ zag śes la dṅos po ma yin pa’o || 
云何名有人無事。至隨意時。如前廣(18)説。天神瞋怒。來至寺門。作如是言。某甲苾(19)芻。於我有犯。而不説言有如是罪過。此名有(20)人無事。
